on Quora:

Is this company operated by a licensed immigration consultant or a lawyer? If it is, then you
can either go to ICCRC (Immigration Consultant) or the Law Society of the respective
province to which this person is licensed, and made an official complaint.
If not, then you are out of luck. The company operates based on the law of the country you
are from. So you have to seek assistance from a lawyer in your country but this is expensive.
You can complaint to the police but I doubt if the police will take any action, i.e. if they do not
demand money from you to do the work. You can always made a complaint to the
Immigration Canada or to the Embassy of Canada in your country. But honestly, your
complaint will be ignored because there are too many of such complaints (I have seen
many of these when I worked in the embassy) daily! Besides, the Canadian government has
put very clear signs everywhere that you should use a Regulated Immigration Consultant or
a Licensed Lawyer (licensed in Canada, not one in the country of your residence). So, be
wiser next time!
