Under the Cullen/Couture Agreement in 1978, the Federal Government recognized the distinct identity of Quebec by giving Quebec a say in the selection of immigrants abroad and allowed it to define its own selection criteria. In 1991, the accord built on this mutual commitment to give Quebec selection powers in Canada.
2-STEP IMMIGRATION PROCESS
Immigration to Quebec is a two-step process in which an applicant first applies for a certificat de selection du Quebec (CSQ), a document that allows the holder to immigrate to Quebec.
Once the applicant obtains a CSQ, the applicant must then submit an application to Immigration, Refugees and Citizenship Canada (IRCC) for federal approval before the Canadian Immigration (Permanent Resident) Visa can be issued.
Quebec Experience Class

This program is for foreign students and individuals with work experience in Quebec
FOREIGN STUDENTS
Eligibility:
- Have obtained a degree or diploma from an educational institution recognized by the Quebec Ministry of Education within the past 36 months
- Have studied in Quebec for at least 1,800 hours (two years)
- Have successfully completed an advanced intermediate level French course at a Quebec educational institution, if his or her studies were not completed in French
TEMPORARY FOREIGN WORKERS
Eligibility:
- Have 12 months of work experience in Quebec in a skilled, managerial, or professional occupation in the 24 months prior to submission of the application
- Must be employed and show legal status in Quebec at the time of the application
- Have successfully completed an advanced intermediate level French course at a Quebec educational institution, if his or her studies were not completed in French
REGULAR SKILLED WORKER PROGRAM
This program is for those who are interested to migrate to Quebec as permanent residents
This program assesses your socio-occupational characteristics based on ten factors and also takes into account the characteristics of your spouse or de facto spouse included in your application.

To qualify, a solo applicant must score at least 50 points while those applicants with a spouse or a common-law partner must score at least 59 points.
